Definitely find the little country towns and not the big cities. Really nice to walk the narrow streets, find local brews and foods, stay in small seaside and country villages

I wouldn't rent a car in London: it would add stress and no value. In London, take public transport or cycle.
In Devon, however, a car is a must. So then I would recommend renting one.
