If you want to stay in bogota, it's better to not have a car. You can Didi or transmi your way around. Much cheaper than with a car minus the parking costs etc. If you want to leave bogota, yes, a car is needed.

I went to Villa de Leyva, and it was fantastic! Highly recommended for a peaceful trip and cozy streets. It's about 4 hours from Bogota.
