Cons: The delivery of the car was a full hour late, driver sent a message day of with Whats App, didn't receive it so the driver assumed I was not picking up car, what a screw up. Why would he assume I was not going to be there

Many highways in mainland Portugal are tolled using only electronic means.
All rental vehicles are equipped with a transponder that can be used for paying for all toll roads.
You’ll be charged a service fee of 1.85 EUR per day up to a maximum of 18.5 EUR per rental in addition to the tolls, which will be charged to your credit card after the rental period.
You may also be required to leave an additional deposit for tolls.

Winter tires are not mandatory in Portugal. Snow chains are recommended in icy/snowy conditions, especially when traveling in mountainous areas.
Rental period
The maximum rental period per agreement is 30 days. If the renter would like to extend the rental period, renter should return to the car hire office at the end of the rental period to sign a new agreement.
Business hours
Period of time, during regular working hours, when the car is still guaranteed for the customer, if the customer is late for pick up (the grace period) is 60 minutes.
